On 26 December 1999, storm "Lothar" caused extensive damage to buildings, infrastructure and forests in western and central Europe. The consequences of the storm forced a "policy" reaction. This project intends to examine the crisis management strategies in Germany, France and Switzerland and to develop recommendations for the action to be taken in the event of future storms.
The study is intended to demonstrate which actors were involved in the crisis management process, the measures which were decided on and the response these measures triggered among target groups. Policy analysis and evaluation research shall provide the theoretical basis for this study.
