Gender that Matters: Poverty and Social Inclusion – Social Protection Status in Rural Kosovo and Serbia

- Content analysis of secondary data: reports and evidence of social protection providers in Kosovo and Serbia, research results in the topic area, legal framework of social protection services in Kosovo and Serbia - Semi-structured in-depth interviews with people from rural areas and representatives of relevant organizations and institutions - Quantitative research on 4 samples of rural population: 1. A representative sample of the general population from rural areas near regional centers and villages 30 or more kilometers distant from the regional centers (N = 800; 400 from villages near reg. centers and 400 from distant villages). The sample is designed to be representative by regions, settlements and settlement size. 2. A sample of Roma population (representative by regions and settlements) 3. A sample of persons with disabilities (with quotas by gender and age: 50% female 50% male; 50% under 35 years and 50% 36 and older) and 4. A sample of family members of persons with disabilities (with quotas by gender and age: 50% female 50% male; 50% under 35 years and 50% 36 and older). All respondents are adults and there is no upper age limit. The sample size consists of 1194 respondents: with 804 people from general population, 191 Roma people, 117 people with disabilities and 82 people with disabilities’ members of their families. Data was obtained for 22 respondents using telephone survey. In Kosovo, the sample structure was representative for the population of Kosovo. The sample size comprised of 800 respondents, with an ethnic breakdown of 672 Kosovo Albanians, 128 Kosovo Serbs and 32 Kosovo Roma; 16 people with disabilities and 18 with the families of people with disabilities. All interviews were conducted face-to-face in the respondent’s home. The sample included the settlements from four statistical regions of Serbia and three regions in Kosovo. Statistical regions of Serbia included in the sample are: Belgrade, Vojvodina, Šumadija and Western Serbia, South and Eastern Serbia. Statistical regions of Kosovo included in the sample are: North Kosovo, South Mitrovica and Pristina. Within these regions were selected municipalities, using method of random numbers on a reduced lists of municipalities. Lists of municipalities were formed according to one of the results of the conducted desk analysis (the first phase of our research) - on the coverage of the territory of Serbia and Kosovo with social services.

The sample included the settlements from four statistical regions of Serbia and three regions in Kosovo. Statistical regions of Serbia included in the sample are: Belgrade, Vojvodina, Šumadija and Western Serbia, South and Eastern Serbia. Statistical regions of Kosovo included in the sample are: North Kosovo, South Mitrovica and Pristina. Within these regions were selected municipalities, using method of random numbers on a reduced lists of municipalities. Lists of municipalities were formed according to one of the results of the conducted desk analysis (the first phase of our research) - on the coverage of the territory of Serbia and Kosovo with social services. The implemented number of structured interviews with rural people, both men and women, in Serbia was 60, and in Kosovo 40 interview partners (both men and women in need for different social services). The main criterion was the distance from the institution. We used snowball sampling techniques, including organisation lists NGO-s and social protection institutions having clients in rural areas, but also word-of-mouth approach to reach the interview partners in rural areas being in need of but having no contact with organised support systems. Also, 20 interviews with representatives of organizations were conducted in each of the countries. The list of organizations, which were contacted for the research, was formed based on the desk analysis conclusions. We chose organizations engaged in providing services and cooperation with users who come from rural areas or deal with data or political activities related to the rural population. Recruitment of the interview partners was the task of the researchers on the field, as well as Project Coordinators.
